我国房地产业虽经1994—1995两年的盘整消化,直到现在仍处低迷状态,1995年底累计空置商品房增加到5031万 m~2,其中商品住宅面积3882万 m~2,占77%。若扣除其中别墅、高标公寓空置面积263万 m~2,普通商品住宅的空置面积3619·万 m~2,占整个商品房空置面积的72%。与此相矛盾的是全国仍有414.45万户城市居民人均居住面积不足4m~2。全国还存在有待改造的危旧房3325万 m~2,有9个省城镇人均居住面积在7m~2以下。潜在需求巨大,有效需求不足,房子空置积压800多亿元资金,形成呆滞,严重影响了住宅业的正常发展,也难实现“带动相关产业的发展,培育新的经济增长点”的期望。现就盘活住宅的存量,扩大有效需求。提出四条
