退耕还林工程自1999年实施以来取得了明显的成效,但一些基层政府在实施过程中急功近利,一味地追求政绩,中央补贴资金诱使个别官员的败德行为,偏离了中央政府的目标。本文以A县为例,通过对基层政府行为扭曲的分析,探求基层政府行为转换的途径,即公开政务、加强培训、尊重农民的自主创造,以期尽快实现生态效益最大化的目标。 Since the implementation of the project of returning farmland to afforestation, remarkable achievements have been made since its implementation in 1999. However, some grassroots-level governments make quick gains and shortfalls in their efforts to implement their achievements. The central subsidy funds have lured the officials from their demeaning behavior and deviated from the goal of the Central Government. Taking County A as an example, through the analysis of distortions of grassroots government, we explore the ways of grassroots government behavior transformation, that is, open government affairs, strengthen training, respect farmers’ independent creation and achieve the goal of maximizing ecological benefits as soon as possible.
