政府执行力是当前公共行政研究的一个全新课题。本文借助“模糊—冲突”模型,从动态的视角分析了政策执行过程及其影响因素,指出重视模糊性与冲突性,兼顾行政文化等静态因素是提高政府执行力的途径。
The executive power of the government is a new topic in the current research of public administration. This paper analyzes the process of policy implementation and its influencing factors from the perspective of dynamic with the aid of fuzzy-conflict model. It points out that attaching importance to ambiguity and conflict and balancing static factors such as administrative culture is a way to improve government execution.
