John Adams was an early diplomat in the United States and the second president of the United States, and was one of the earliest politicians concerned with the development of sea power in the United States. The formation of John Adams’s ideas on sea power is deeply influenced by the fact that the prosperity and security of the United States depend heavily on the ocean. His professional background is especially his involvement in the political activities of the United States, as well as the impact of international law and international practice on freedom of navigation in neutral countries. His ideas of sea power mainly include upholding the rights of neutrality and freedom of navigation, the Navy’s role in safeguarding national independence and maritime rights and interests, and its belief in the development of a powerful sea power. John Adams’s thinking on sea power is very rational and highly realistic in nature, which has a significant impact on the development of U.S. naval policy and marine strategy.
