阐述了工程建设管理的三大重点:工程质量、工期、工程造价,工程造价管理像一根线一样始终贯穿于工程建设项目的全过程,即项目决策阶段、项目设计阶段、项目工程招标阶段、项目实施阶段和项目竣工结算阶段,在每个阶段的管理中都关系到建设项目的造价控制。建设项目全过程造价管理应该从重要环节入手,有针对性地分析各个环节对应的审核重点,采取主动、积极的控制方法,从而实现对建设项目工程造价全过程的管理监督与控制,降低建设成本,提高投资效益。
