稳定币值是中央银行的首要目标。要实现这一目标,中央银行需要具有较高的独立性。我国中央银行的独立性不高,影响稳定币值目标的实现,需要提高独立性。同时,对有较高独立性的中央银行需要进行监督,防止权力滥用,加强其责任性。笔者提出了增强我国中央银行独立性和责任性的法律措施。 Stable currency is the primary goal of the central bank. To achieve this goal, the central bank needs to have higher independence. The independence of China’s central bank is not high, affecting the realization of the goal of a stable monetary value and the need to improve independence. At the same time, the central bank with higher independence needs to be supervised to prevent abuse of power and to strengthen its responsibility. The author puts forward the legal measures to enhance the independence and responsibility of our country’s central bank.
