巨大的乡村债务是当前农村普遍存在的突出问题,也是困扰农村各项改革不断深化、影响农村社会稳定、农村经济发展和农民增收的严重问题。虽然乡村债务与农村税费改革没有直接因果关系,但在农村税费改革后,这个问题愈发显得突出。我们认为,必须采取切实措施,坚决制止发生新的债务,逐步化解老债务,为农村经济健康发展营造良好的环境。 Huge country debt is a common problem in rural areas and also a serious problem plaguing the deepening reforms in rural areas and affecting rural social stability, rural economic development and increasing peasants’ incomes. Although there is no direct causal relationship between rural debt and reform of rural taxes and levies, the issue has become increasingly prominent after the reform of rural taxes and fees. In our opinion, we must take effective measures to firmly stop the occurrence of new debts, gradually dissolve the old debts and create a favorable environment for the sound development of rural economy.
