项目组对吉林省中、东、西部地区各级各类中小学专任教师4326人进行了有关教师专业发展现状的现场问卷调查和相关访谈。调查结果发现,我省中小学教师专业发展总体处于乐观向上的发展态势,同时存在着不可忽视的问题:师资性别、学科、专业素质结构失衡;教师对新课程认识与落实处于失衡状态;对集中培训渴望与无奈并存,校本培训经常化与实效性差并存等。为此,应着力推动教师自主性专业发展理念的确立及其实践模式的重构,构建“四位一体”的立体化、综合型培训模式,建立与时俱进的教师评价及其省级指导制度,实施以新教师“新体制”、老教师“旧体制”的县域内教师城乡一体化管理制度为突破口的人事制度改革,全面提升教师专业发展水平。
The project team conducted on-site questionnaires and related interviews with 4326 full-time teachers of various kinds at primary and secondary schools in the middle, east and west regions of Jilin Province on the current situation of teacher professional development. The survey found that teachers in primary and secondary schools in our province are generally optimistic about the development of their professional development. There are also problems that can not be ignored: imbalances in teachers ’gender, discipline and professional qualities; teachers’ imbalance in recognizing and implementing the new curriculum; Longing for training and the coexistence of frustration, school-based training and the effectiveness of the poor often co-exist. To this end, we should strive to promote the establishment of the concept of independent professional development of teachers and the reconstruction of their practice mode, and establish a three-dimensional and comprehensive training mode of “four in one” to establish a teacher evaluation of advancing with the times and its provincial Level guidance system to implement the personnel system reform that takes the integrated management system of urban and rural areas under the guidance of teachers with “new system” and “old teachers” and “teachers with old systems”, and comprehensively enhance teachers’ professional development level.
