“普惠制”的新农保制度是实现社会化养老和统筹城乡社会保障体系构建的重要方面,妥善解决农民的养老问题,对于完善社会保障体系意义深远。笔者就推进工作中存在的问题,从制度建设、财政补助、系统建设、资金管理等六个方面提出了对策建议。 The new GSP system is an important aspect of socialization of old-age pension and overall planning of urban and rural social security system. Properly solving the issue of pension for farmers is of far-reaching significance for improving the social security system. The author puts forward the countermeasures and suggestions on six aspects such as system construction, financial subsidy, system construction and fund management to promote the existing problems in the work.
