在经济新常态下,煤炭资源型省份产能过剩化解、产业结构优化升级迫在眉睫,这对转型地区的人力资源的数量和质量都提出了更高的要求,对配置资源的劳动力市场提出了严峻挑战。煤炭资源型省份人力资源工作要尽快实现从粗放型向精细化服务的转换。政府要从体制上解除分割状态,利用自身资源优势和政策优惠为实现彻底转型打好基础。
Under the new economic normal, overcapacity in coal-resource-based provinces is resolved and the optimization and upgrading of industrial structure is imminent. All these put forward higher requirements on the quantity and quality of human resources in the transitional areas and pose severe challenges to the labor market in allocating resources. The coal resources-based provincial human resources work should be realized as soon as possible from the extensive to the fine service conversion. The government should lift the status of division from the system and make use of its own resources and policies to lay the foundation for a radical transformation.
