历史上,美国利用20世纪30年代的经济大萧条中文化消费的逆势上扬,培育了文化产业发展的基础;日、韩也是在亚洲金融危机的经济低迷期,迎来本国文化产业发展的黄金期。从经验来看,在新一轮金融危机语境下,抓住文化产业走高的“反经济周期”机遇,需要政府重视文化产业并形成一系列可行的倾斜政策与相关支持。
Historically, the United States used the contrarian rise of cultural consumption in the Great Depression of the 1930s to foster the foundation for the development of cultural industries. Japan and South Korea also welcomed the development of their cultural industries in the economic downturn of the Asian financial crisis period. From experience, in the context of a new round of financial crisis, it is necessary for the government to attach importance to the cultural industry and form a series of feasible tilt policies and related support to seize the “anti-economic cycle” opportunities in which the cultural industry is going up.
