编辑同志:我们村民小组有一块面积超过100亩、地理位置得天独厚的土地。一个月前,一名外地客户想利用该地搞养殖,遭到村民小组绝大多数人的反对。于是,该客户想通过村民委员会达到目的。村民委员会以村民小组系其下属,村民小组的土地也就是村民委员会的土地为由,召开了村民会议。参加会议人数达到在家居住村民的三分之二,最后以几乎一边倒的票决结果,同意将上述土地发包给外地客户,且村民委员会很快以自己的名义与外地客户签订了为期10年的承包经营合同。请问:该合同是否有效?

A month ago, a foreign client wanted to use this land for breeding and was opposed by a vast majority of villagers’ groups. So, the client wanted to get through the village committee. The villagers’ committee held a villager’s meeting on the ground that the villager’s group was subordinate to the villager’s group and the land of the villager’s committee was also the land of the villager’s committee. Attendance reached two-thirds of all villagers living at home. Finally, with the almost one-sided vote, they agreed to outsource the above land to foreign clients and the villagers’ committee soon signed a 10-year contract with foreign clients in their own name Business contract.
