现在有些同志认为,小城镇的发展主要是从量上变化的,如人口的增加,工业的兴起,商业的繁盛等。预测将来也是从现有部门出发,着力于不断扩大。当然这有其正确的一方面,反映了事物发展的继承性和延续性。但有些则不尽然。如一片绿洲上形成的城镇可以变成沙漠,原是沼泽荒滩也可以变成工业城。这又说明要认识一个小城镇确也不那么容易,不仅仅是外部的分析比较,更重要的是深入到内部。建设措施上也不可能完全一样,而要发挥优势,抓主要矛盾。下面就赵城镇的变迁和如何促进转化为例探索这一问题。
