政府绩效评估实践活动停滞不前,动力不足,最主要的是没有回答好、解决好、落实好“为什么推行政府绩效评估”这一基本问题。只有探求到政府绩效评估推行的内在动力,把握发展规律,排除阻碍因素,才能真正使政府绩效评估持续、稳定、科学地推进。文章构建了由引导力、推动力、约束力、阻滞力等要素耦合而成的政府绩效评估动力机制。
Government performance appraisal practice activities stagnated, lack of motivation, the most important is no answer, solve, and implement the “Why the implementation of government performance evaluation ” this basic issue. Only by exploring the intrinsic motivation of government performance appraisal and implementation, grasping the law of development and excluding the obstacles, can the government performance appraisal be truly sustained, stable and scientifically advanced. The article constructs the motivation mechanism of government performance evaluation which is formed by the coupling of guiding force, driving force, binding force and blocking force.
