20世纪90年代以来,两岸有关建构军事安全互信机制的呼声此起彼落,特别是在台海、东海与南海争议激烈时,两岸军事安全互信机制之议就会被提起。然而,由于政治、军事与互信等方面的限制因素,两岸尽管都认为建构军事安全互信机制有其必要性,但至今进展乏力。本文意在分析两岸军事安全互信机制所遭遇的困境,以及在“王张会”后新形势下的可行方案,以利化解两岸安全困境。
Since the 1990s, the calls for cross-Strait construction of mutual trust in military security have been picking up one after another. In particular, when the disputed areas in the Taiwan Strait, the East China Sea and the South China Sea are becoming increasingly fiercely contested, the negotiation mechanism for cross-Strait military security and mutual trust will be raised. However, due to political, military and mutual-confidence constraints, both sides of the strait, although considered necessary for building a mutual trust mechanism for military security, have so far failed to make progress. This article aims to analyze the difficulties encountered by the cross-Strait military security and mutual trust mechanism and the feasible solution under the new situation after the “Wang Zhanghui” so as to ease the security dilemma across the Taiwan Strait.
