Recently, I saw two pieces of information: one is that by the end of 2000, nearly 50,000 super-large-scale enterprises had gone abroad for transnational operations. In order to implement the talent resource localization strategy, they are competing for talents with the host countries with their great strength and excellent remuneration, which makes the already fragile economy of some countries even worse. The other one is that Motorola China Company had 15,000 employees in 1997, of which 14,700 were employed in China and 300 were foreign employees. By 1999, the number of foreign employees was reduced to 150. These two messages remind us that the fierce competition for talent has already started in the world. After joining the WTO, people can not wait to be retained.
