随着市场全球化进程的迅速发展,跨国公司在推行质量管理体系(QMS)的过程中,正面临着来自于内部不同地区和部门的挑战。作者罗伯特·卡拉泽伍斯奇(Robert Karaszewski)在对跨国公司遍布世界各地的子公司进行长期的调研以后,在美国《质量进展》杂志上撰文指出,跨国公司正面临着文化的局限性、管理者准备不足、员工思想准备不足、员工的心态、特定的法规、技术的局限性等六种因素的挑战,其中管理者和员工心态及行为是影响跨国公司推行QMS最严重的挑战。对此,作者认为,转变思维方式比改变特定法规和谋取适当的技术手段更加复杂和漫长,而对于从集权经济向自由市场经济过渡的中、东欧地区的国家来说,人力因素的挑战将是难以克服的难题。
