当前我国现代航运业的发展对船员人力资本提出了许多新的要求。本文首先概述了人力资本的内涵,建立了船员人力资本对我国内贸航运经济增长的贡献模型,最后提出了促进我国船员人力资本发展的建议措施:树推进船员人力资本的创造机制、建立船员人力资本的流动机制、建立船员人力资本的开发机制、树立船员人力资本的正确观念和掌握船员人力资本的调控机制。
At present, the development of China’s modern shipping industry has put forward many new requirements on the human capital of the crew. This paper first outlines the connotation of human capital, establishes the contribution model of human capital of crew to the economic growth of China’s domestic trade and shipping, and finally puts forward the recommended measures to promote the development of human capital of our crew: the mechanism to promote the human capital of crews, The flow mechanism of capital, the establishment of the development mechanism of crew human capital, the establishment of the correct concept of crew human capital and the regulation and control of crew human capital.
