黑龙江省第二次建筑节能研讨会于1990年12月13日至15日在哈尔滨市召开,会议是在国务院发布《节约能源管理条例》和建设部颁发《民用建筑节能设计标准》施行三年之后,我省一些设计、科研、教学单位在进行节能住宅试点取得一定成就的基础上召开的。大会一致认为:1.必须进一步提高建筑节能重要性的认识,因为我国能源供需之间缺口很大,解决这一矛盾的唯一办法只有靠节能和提高能源利用率。据有关材料统计,建筑业的能源消耗量约占全国总能源消耗量的1/4,是能耗大户。我省地处 The second session of the Heilongjiang Provincial Building Energy Conservation Symposium was held in Harbin from December 13 to 15, 1990.
