目的了解博州疾病预防控制机构人力资源现状,分析存在的问题,为合理配置疾控机构人力资源和提高管理效能提供依据。方法收集博州各级疾控机构人力资源相关数据,对人力资源现状和特点进行描述性分析与评估。结果 2015年末,博州共有疾病预防控制机构4个,在岗职工人数162人,其中卫生技术人员105人,占64.81%;年龄结构以45~54岁为主,占49.5%;大学本科及以上学历占40%,高级专业技术人员占34.3%。结论博州各级疾控机构人员数量呈下降趋势,高层次、复合型人才匮乏,老龄化现象严重,人力资源的可持续发展面临较大挑战。建议加强政策支持和人才培养,建立人力资源管理的长效机制,优化人员结构,满足人民群众对公共卫生服务的需求。
Objective To understand the current situation of human resources in the disease prevention and control institutions in Bozhou and analyze the existing problems so as to provide the basis for rational allocation of human resources and improvement of management efficiency. Methods The data of human resource of CDC at all levels were collected, and the status and characteristics of human resources were analyzed and evaluated descriptively. Results At the end of 2015, there were 4 disease prevention and control agencies in Bozhou with 162 staff and workers, including 105 health technicians, accounting for 64.81%. The age structure mainly consisted of 45 to 54 years old, accounting for 49.5%. Bachelor degree or above Accounting for 40%, senior professional and technical personnel accounted for 34.3%. Conclusion The number of staffs in CDC at all levels in Bozhou is on the decline. High-level and complex talents are scarce, aging is serious, and the sustainable development of human resources faces great challenges. It is suggested to strengthen policy support and personnel training, establish a long-term mechanism for human resources management, optimize personnel structure and meet people’s demand for public health services.
