In 1986, the United States imposed strict controls on Alaskan fish fisheries as a result of actions taken by the North Pacific Fisheries Commission in December. While allocating half of the fish to foreign fishing vessels, the North Pacific Fisheries Commission increased quotas for domestic processing plant fish, at least with quotas from joint ventures.
