2005年12月19日,以“让穷人看得起病”为宗旨的北京市上地“惠民医院”鸣锣开张,一时间引起了社会的广泛关注。上地医院是全国第一家实行收支分离,由政府差额拨款的医院。上地医院试营业以来,可谓备受关注。上地医院医疗公益性的回归一方面赢得了社会的赞扬,另一方面也让部分低收入百姓看到了希望。然而,在政府财政支持的条件下,上地医院能走多远,如何发展也成为业界专家和广大百姓关注的焦点。
On December 19, 2005, the “Huimin Hospital” in Beijing, with the aim of “seeing the poor to be sick”, opened its doors to the public, which has caused widespread concern in the society. Shangdi Hospital is the first hospital in the country to implement separation of income and expenditure and the government has allocated funds for the difference. Since the trial operation of Shangdi Hospital, it has attracted much attention. The return of the hospital’s medical public welfare on the one hand has won praise from the society, and on the other hand has made some low-income people see hope. However, under the conditions of financial support from the government, how far the Shangdi Hospital can go, how to develop has become the focus of experts in the industry and the general public.
