There are differences in principle between the founding organizations of Lenin and Rosa Luxemburg. The reasons for their differences are the different political and social environments in which they live each other. Lenin was in a relatively backward economy, politics and culture with a weak sense of democracy during the tsarist Russia, while Luxembourg was in Germany’s long-term relaxed political environment The other is that the organizations they are facing are in different situations. Lenin is in a position where the Russian factions are fragmented and fragmented while the German Social-Democrats in Luxembourg are highly organized and bureaucratic. Studying the reasons for the divergence between Lenin and Rosa Luxemburg on the principle of establishing a party organization has important implications for strengthening the construction of the CPC’s governing capability.
