Qian Gujing, an international business school at Shanghai University, pointed out that there are two scales for measuring the success of any economic reform. One is the growth of the total economy and the other is the distribution of justice. The last scale is more important than the previous one, and without the success of the distribution, change itself can not be established. Practice has proved that the success of China’s economic reform lies in its ability to overcome the fair distribution of disarmament under the planned system and significantly increase the income of most people. It has almost always been a “reform without objection.” Evidence of the further development of the reform shows that this situation is now approaching an end and that the distribution of contradictions has begun to rise again. The issue of justism once again becomes the axis of the attention of the entire community. In view of this, the market-oriented reform goals should be amended, and the role of the government should be strengthened.
