制度要素研究理论将制度构成分为规制性要素、规范性要素和文化—认知性要素。本文运用这一分析框架讨论了档案制度中作为存在基石与外部母制度授权载体的规制性要素、作为适应性执行工具与非独立性角色的规范性要素和作为档案观念塑造框架与元认知背景的文化—认知性要素,阐述各要素的性质、特点与作用等。并进一步讨论了档案制度三要素的相互关系,指出规制性要素决定着档案信息权利的分配,因而占据核心主导地位,规范性要素为其提供理性和高效的技术与管理实现路径,文化—认知要素则为其提供内生性的认同支撑。对档案制度的构成要素及其关系进行根本剖析,目的是深化对档案制度本质的认识,明确其变迁的发展阶段及侧重点,从而在今后的档案制度创新过程中有的放矢地进行设计与规划。
Institutional factors The research theory divides the system into regulatory elements, normative elements and cultural-cognitive elements. This article uses this framework to discuss the regulatory elements of the archival system as the vehicle for the existence of the cornerstone and the external parental authority as normative elements of adaptive implementation tools and non-independent roles and as a framework for archival concepts and metacognitive context Cultural - cognitive elements, elaborating on the nature of each element, features and functions. And further discusses the relationship between the three elements of the file system. It points out that the regulatory elements determine the distribution of the rights of archives information, and thus occupy the core dominance. Normative elements provide them with a rational and efficient path to technology and management. Culture - cognition Elements provide endogenous support for identity. The basic analysis of the elements of the file system and its relationship aims to deepen the understanding of the nature of the file system and to clarify the stages and focuses of its changes so as to design and plan in the future process of file system innovation.
