当前,我国正处于政治经济转型的重要时期,经济政治体制改革已经进入到一个新的阶段,与之相比,一些事业单位的改革步伐却比较迟缓。当前我国的事业单位在人力资源管理改革中所遇到的问题主要是体制与观念的相互制约。表现为绩效及薪酬管理与现今的人力资源管理要求不符合、就业观念落后,如铁饭碗、平均主义等。因此,在新的形势下,对事业单位的人力资源进行管理改革,首先要及时更新管理观念;其次要注意体制创新,做到体制与管理观念相互促进。
At present, our country is in an important period of political and economic transformation. Economic and political reform has entered a new phase. Compared with other countries, the pace of reform in some institutions has been rather sluggish. At present, the problems that our country’s public institutions encounter in the reform of human resources management are mainly the mutual restraint of the system and the concept. Performance performance and payroll management do not conform to current human resource management requirements, and employment concepts are lagging behind, such as iron rice bowl and egalitarianism. Therefore, under the new situation, to reform the management of human resources in public institutions, we must first update the concept of management. Second, we must pay attention to system innovation so that the concepts of system and management can promote each other.
