建设国际科技创新枢纽是广州利用国际创新资源促进创新增长目标的重要发展布局,而创新网络结构治理能力则是衡量一个国际科技创新枢纽成功与否的重要尺度。硅谷之所以能够持续地成为国际科技创新枢纽,很大程度上是因为它具有特定的创新网络结构治理能力,包括以信息技术产业、斯坦福大学、风险投资和新股首发为节点形成的各个层面创新网络。这些网络在政府与大学、大学与企业、政府与企业、企业与企业之间,在科技成果与企业家、创业者与投资者之间,实现互动,生成了开放的、面向全球的创新创业文化。这种创新网络结构治理方法表明,并不是说单个创新要素不重要,而是说我们应该结合特定的城市或区域实际,选择适当的创新要素节点构织起适合自身的创新网络。为了建设国际科技创新枢纽,广州借鉴硅谷经验,不能通过鉴别个别创新要素加以模仿,而应从科技产业节点选择、创新型人才培养和知识产权制度建设等方面强化区域创新网络结构治理能力。
The construction of an international science and technology innovation hub is an important development layout for Guangzhou to use international innovation resources to promote the goal of innovation growth. Silicon Valley has been able to continue to become an international hub for science and technology innovation, largely because it has a specific innovation network structure governance capabilities, including the information technology industry, Stanford University, venture capital and IPO starting point for the formation of various levels of innovation network . In order to build an international hub for science and technology innovation, Guangzhou can learn from the experience of Silicon Valley and can not imitate the identification of individual innovation elements. Instead, it should strengthen the ability of governance of regional innovation network structure in terms of selection of technology industry nodes, cultivation of innovative talents and construction of intellectual property system.
