语言规划是一项语言建设工程,也是一项文化建设工程,涉及本国语言文字的规范和应用,也涉及外语的使用场合、使用方式和规范化的问题,其政策和实施都应该做到连贯性和系统性相统一。我国的英语教育没有一个统一的机构协调各级英语教学大纲的制定、课程的设置、教材的编写和教学的评估,小学、中学和大学英语教育存在着教材内容与认知结构脱节、教学方法与学习方法脱节、语言环境与实际交流环境脱节等不连续性问题。
Language planning is a language construction project. It is also a cultural construction project that involves the norms and applications of its own language. It also involves the use, use and standardization of foreign languages. Its policy and implementation should be consistent and Systematic unity. There is not a unified mechanism in English education in our country to coordinate the formulation of English syllabus, the setting of curriculum, the compilation of teaching materials and the evaluation of teaching. There is a disconnect between teaching material content and cognitive structure in primary, middle school and college English education. Learning methods are out of touch, the language environment and the actual communication environment and other discontiguous issues.
