广电传媒的发展实践表明,在日趋激烈的收视市场角逐中,地市广电传媒与中央电视台、省级电视台之间客观上存在较大的资源级差,要想实施人才开发战略,在夹缝中创造最合适的人才洼地,就必须有新思维,走制度创新之路。本文以湖南益阳市广播电视局为例,浅析地市广电传媒实施人才开发战略,激发人才活力的新途径。
