党的十四届四中全会的决定,把党的组织建设特别是培养领导干部作为一个突出的环节来抓。《中共中央关于进一步加强和改进国有企业党的建设工作的通知》中指出:“建设好企业领导班子,造就一支高素质的经营管理者队伍,是搞好国有企业的关键。当前,要结合促进企业改革和发展,下大决心、花大力气把这件事抓紧抓好”。为了做好这项工作,就要对干部队伍的主流及存在问题进行分析并提出对策。 党的十一届三中全会以来,干部队伍发生了很大的变化,一大批年富力强、有文化、有知识的干部走上了党、国家和企、事业的各级领导岗位,有力地推动了建设有中国特色的社会主义事业向前发展。我们现在的领导干部队伍从总体上看,素质是很高
