目前,我国集装箱多式联运还处于起步阶段,与世界发达国家相比存在较大差距,尤其是铁水联运之间的矛盾愈加突出。建立符合中国国情的铁水联运价格体系,对于完善综合运输体系,降低物流成本、提高运输效率和服务水平,保障我国铁路、水运行业的持续、快速发展具有十分重要的意义。而当前,我国铁水联运发展缓慢,与全国港口集装箱吞吐量相比,集装箱铁水联运运量显得微乎其微。并且由于没有明确统一的价格规定,导致本该便捷高效的铁水联运运输方式陷入“各自为政,协调不畅”的尴尬境地。
At present, China’s multimodal container transport is still in its infancy, compared with the developed countries, there is a big gap, especially the contradiction between the hot metal transport more and more prominent. Establishing a pricing system for hot metal transport in line with China’s national conditions is of great significance for improving the integrated transport system, reducing logistics costs, improving transport efficiency and service levels, and ensuring the sustained and rapid development of China’s rail and water transport industries. However, at present, the development of China’s hot metal transport is slow. Compared with the container throughput at the port of the whole country, the container rail-to-air hydropower transport volume appears to be negligible. And because there is no clear and uniform price regulation, it has led to the embarrassing situation that the convenient and efficient ferrous-metal transport mode has been stuck in a “fragmented” system.
