一、引言 1992年,德国在科研与开发方面的资金投入,继续保持占国民生产总值2.8%的比例,仅次于日本,与美国持平。如果只比较民用科研投入,则德国政府财政支出部分占国民生产总值的比例为0.90%,居世界第一位,日、美都只有0.44%左右。德国特别重视基础理论研究,其投入占全部科研经费的20%,而日本与美国分别只有13%和12%。尤其是德国研技部所掌握的经费中用于基础研究的部分,十年来从1982年的26%提高到了1992年的40%。
I. Introduction In 1992, Germany's capital investment in research and development continued to maintain its share of 2.8% of GNP, second only to Japan and unchanged from the United States. If only the comparison of civil scientific research, the German government part of the financial expenditure accounted for 0.90% of gross national product, ranking first in the world, Japan and the United States are only about 0.44%. Germany paid special attention to basic theoretical research, which accounted for 20% of all research funding, compared with only 13% and 12% in Japan and the United States. In particular, the portion of funds available to the German Ministry of Science and Technology for basic research increased from 26% in 1982 to 40% in 1992.
