长期以来,铁路运力不足严重地制约着国民经济发展。究其根源,铁路建设资金短缺是铁路发展裹足不前的一个重要原因。铁路需要大发展,而国家投资严重不足,面对这一现实,铁路只能走向市场,以改革求发展。铁路要进入市场,运价机制改革必须先行,而铁路实行统一运价与合同运价相结合则是深化铁路运价改革,解决铁路建设资金的有效途径。
For a long time, the shortage of railway transportation has severely restricted the development of the national economy. The root cause of the shortage of funds for railway construction is an important reason for the development of the railway. In the face of this reality, the railway can only go to the market and seek development through reform. To enter the market by railways, the reform of the tariff mechanism must be carried out first.
