Waterways connect the narrow waters of either continent or island and are the lifeline of water. In the oceans, watercourses are often associated with the islands, particularly in the reef-covered waters, where the reefs are more subtle and the value of the reefs is in some ways reflected in their impact on the safety of the watercourse. Based on the spatial configuration of reefs and waterways, this paper proposes a spatial configuration model of island reefs and waterways based on Voronoi diagram. The value of island reefs is described based on the control strength of waterways by islands and reefs and the safety of watercourses. Finally, the relevant data are used to calculate the control range and intensity of the islands and reefs to the watercourse, and the spatial distribution of the reef and the watercourse is discussed. The results show that the spatial distribution is an important factor affecting the reefs ’control over the waterways. Under the constraints of spatial relations, the reefs’ location advantages can better reflect the effective control of the watercourses. This model is of great significance for the study of waterway safety and island reef value in the distribution area of the islands and reefs in the ocean.
