Introduction There is a confusion that exists among professionals in different disciplines in the field of earthquake engineering. This is to confuse the apparent inconsistency between ground motion values obtained from seismic hazard studies at a particular site, peak ground motion observed by the instrument, and ground motion values obtained by the design specification to obtain lateral forces. This article examines some aspects of the interrelationship between these quantities as they change with the seismic hazard methodology and possible modifications of the specification (as suggested by the Application Technical Committee report ATC-3-06). First reviewed the progress of earthquake risk assessment. Secondly, some recent ground movement data were examined. Then discussed ground motion and normalized seismic forces
