新世纪以来,党中央、国务院为了缓解首都缺水压力,应对水资源风险,加快密云、官厅水库上游区域经济发展,正式启动了《21世纪初期首都水资源可持续利用规划项目》。自《规划》项目实施以来,我国北方地区遭遇了连续多年的干旱2,001-2009年近10年时间内降水量一直少于常年平均值,个别年份降水不足常年一半。这样,一方面使水土保持项目特别是造林工程建设难度加大,另一方面使得项目建设效益难以显现。对此,一些专家对项目建设的作用与效果产生了质疑。通过对密云水库上游兴隆县上潮河实施水土保持项目后径流量的调查,采用水文计算的分析方法,对水土保持措施在调节径流、涵养水源方面的效益进行了探讨。

In this way, on the one hand, soil and water conservation projects, especially reforestation project construction more difficult, on the other hand makes the project construction efficiency difficult to show. In response, some experts questioned the role and effectiveness of project construction. Based on the investigation of runoff after the implementation of soil and water conservation projects in Shangchao River, Xinglong County upstream of Miyun Reservoir, the hydrological calculation method was used to analyze the benefits of soil and water conservation measures in regulating runoff and water conservation.
