为促进国有企业的改革与发展,妥善处理国有企业下岗职工的劳动关系,推动下岗职工基本生活保障向失业保险并轨(以下简称并轨),加快建立以市场为导向的就业机制,促进下岗职工再就业,经省政府领导同意,结合我省实际,现就有关问题通知如下。一、稳步推进并轨工作并轨的指导思想是:坚持党中央和国务院确定的国有企业下岗职工出中心解除劳动关系,不再建立新的再就业服务中心(以下简称中心)的方针政策,积极稳妥、依法办事、因地制宜、分类处理劳动关系,统筹兼顾职工、企业和国家三者利益,妥善解决下岗职工出中心的后顾之忧,同时积极采取措施,促进下岗职工再就业。(一)从2002年1月1日起,全省所有国有企业不再建立新的中心,企业新的减员原则上不再进入中心,由企业依法与其解除劳动关系,并按规定享受失业保险待遇。各市、州可根据本地实际情况统筹规划,作出相应的工作安排,在200B年底基本完成并轨工作。

(1) From January 1, 2002 onwards, all state-owned enterprises in the province will no longer establish new centers. In principle, the new members will no longer enter the center, and the enterprises shall terminate their labor relations with them in accordance with the law and enjoy the unemployment insurance benefits as required . All cities and states may make overall plans according to the local conditions and make corresponding work arrangements, and they will basically complete the merger at the end of 200B.
