从1981年以来,我们黑龙江省建筑设计院开始实行设计收费试点,又改革了内部的分配制度,实行了以项目包干为主要形式的技术经济责任制,较好地把国家、单位和个人三者利益结合起来了,把责、权、利结合起来了,充分调动了广大设计人员的积极性,收到了显著的经济效益。1982年,我院设计生产所有指标都按计划翻了一番。勘察设计收费与1981年实际完成比较也翻了一番。做到了“一年等于两年”、“一院等于两院”。根据我们工作中的体会,下面仅就建筑设计管理改革中有关改革的方向和原则,改革内容和目的,需正确处理的几个关系等问题,谈几点粗浅的看法。
Since 1981, Heilongjiang Provincial Institute of Architectural Design began to implement design fees and pilots, reformed the internal distribution system, implemented a technical and economic responsibility system based on project contracting, and better implemented the three countries, units and individuals. The interests are combined and the responsibilities, rights, and benefits are combined to fully mobilize the enthusiasm of the majority of designers and receive significant economic benefits. In 1982, our institute’s design and production of all indicators have doubled as planned. The survey and design fees have also doubled compared with the actual completion in 1981. We have achieved “One year equals two years,” and “one hospital equals two houses.” According to the experience in our work, the following is only a few superficial views on the direction and principles of reform in the reform of architectural design management, the content and purpose of reforms, and several issues that need to be properly dealt with.
