第一条为适应经济体制和劳动制度改革的需要,解决企业之间退休费用负担畸轻畸重的弊端,增强企业活力,促进生产发展和社会的安定团结,逐步建立社会劳动保险体系,更好地保障退休(含离休、退职,下同)职工的生活,特制定本试行办法。第二条退休费用实行社会统筹,就是由社会保险机构对各企业(单位)的退休养老基金,实行统一征集,统一管理,统一使用,以充分发挥社会保险的保障、调剂作用。第三条全省国营企业(包括实行租赁、承包和其他经营责任制形式的国营企业)的劳动合同制工人和固定职工的退休费用,均应实行社会统筹,统筹先以县(市)为单位进行,再逐步扩大到地、州、市,最后实行全省统筹。
