地方社科院的科研管理体制和机制受传统的计划经济体制影响,已不适应我国改革开放尤其是社会主义市场经济的发展。其弊端主要表现为:缺乏活力,缺乏开放性和效益低下。在这一认识的基础上,地方社科院应以此为突破口进行探索性改革。改革的思路是突出地方特色,发挥优势,优化配置科研资源,增强整体合力;激活内部管理,引进竞争激励机制;建立开放体系,满足社会需求,同时,地方社科院的体制改革是一项社会系统工程,还需要一定的外部条件和环境的配合。
The scientific research management system and mechanism of the local Academy of Social Sciences are affected by the traditional planned economic system and are no longer suitable for the development of China's reform and opening up, especially the socialist market economy. The main drawbacks are: lack of vitality, lack of openness and low efficiency. Based on this understanding, the local Academy of Social Sciences should take this as a breakthrough to carry out exploratory reforms. The idea of reform is to highlight local characteristics, give full play to advantages, optimize the allocation of scientific research resources and enhance overall cooperation; activate internal management and introduce a mechanism of competition and incentives; establish an open system to meet social needs; meanwhile, the system reform of the local Academy of Social Sciences is a society Systems engineering, but also the need for some external conditions and the environment.
