20世纪80年代中期,能源特别是电力短缺成为制约国民经济和社会发展的“瓶颈”。为缓解电力供应紧张的矛盾,国务院先后做出了征收能源交通建设基金和电力建设基金的重大决策,同时明确了地方政府集资办电的责任。按照政企分开和加强能源基础设施建设的要求,1991年,经市委、市政府批准,津能公司成立,1992年正式运营。10多年来,津能公司坚持为天津经济和社会发展提供能源支撑的价值理念,以发展和壮大能源产业为己任,在不断的改革和调整中,积极探索既符合政府投资主体职责定位需要,又适应市场竞争法则的投资控股公司经营管理模式,实现了经济和社会效益持续较快增长。为了充分展示国企形象,为更多的国有企业提供可借鉴的管理、运营经验,本刊拟于今年连续刊登津能公司及其部分控股企业的文章,以飨读者。
In the mid-1980s, energy, especially power shortage, became the “bottleneck” restricting the development of the national economy and society. In order to alleviate the contradiction between tight supply of electricity, the State Council has made important decisions on levying funds for energy and transportation construction and power construction funds, and at the same time, clarified the responsibility of local governments to raise funds for electricity. In accordance with the requirements of separating government from enterprises and strengthening energy infrastructure construction, in 1991, with the approval of the municipal party committee and municipal government, Jinneng Company was established and formally operated in 1992. For more than 10 years, Jinneng insisted on the value proposition of energy support for economic and social development in Tianjin. In order to develop and strengthen its energy industry, Jinneng Company actively explored in the continuous reform and adjustment the need of positioning itself as the main body of government investment. The investment holding company that adapts to the law of market competition has the mode of operation and management, achieving sustained and rapid economic and social benefits growth. In order to fully display the image of state-owned enterprises and provide more management and operation experience to state-owned enterprises, we intend to read the articles of Jinneng Co., Ltd. and some of its holding enterprises in a row this year.
