通过对拥堵收费理论研究和国外拥堵收费实践的回顾,本文阐述了拥堵收费主要技术的基本原理,对技术特性及适用性进行了综合分析。根据北京市交通分布及拥堵特点,将二环路作为拥堵收费路网,给出了确定征收对象、征收区域、计费方式、计费费率、付费方式的相关建议。根据不同技术的特点,本文选用基于DSRC的技术方案,并给出了拥堵收费系统构成、RSU布局方案,为拥堵收费实施做了有益地探索。
By reviewing the theory of congestion charging and the review of foreign congestion charging practice, this paper describes the basic principle of congestion charging and analyzes the technical characteristics and applicability. According to the traffic distribution and congestion characteristics of Beijing, the Second Ring Road is regarded as a congestion charging network, and some suggestions are proposed to determine the object of collection, the area to be levied, billing methods, charging rates and payment methods. According to the characteristics of different technologies, this paper selects the technical scheme based on DSRC, and gives the constitution of congestion charging system and RSU layout scheme, and makes a beneficial exploration for the implementation of congestion charging.
