我国社会主义制度的逐渐完善,提出了创新社会管理的政策方针,需要公安执法部门在新环境中构建绩效评估指标体系,以适应社会经济发展中对公安执法部门新的需求。构建公安执法部门的绩效评估指标体系,需要坚持一定的构建原则。例如,公安执法部门需要坚持人本性、科学性、导向性、灵活性、可操作性和稳定性等原则。在公安执法部门构建绩效评估指标体系,基本的作用就是发挥指标的激励和反映功能,并且克服这些功能的变异倾向。
The socialist system in our country has been gradually perfected and a policy guideline for innovation and social management has been put forward. It is necessary for the public security and law enforcement departments to set up a performance evaluation index system in a new environment so as to meet the new demands of public security and law enforcement departments in social and economic development. The construction of performance evaluation index system of public security law enforcement departments needs to adhere to certain principles of construction. For example, public security and law enforcement departments need to adhere to the principles of human nature, science, orientation, flexibility, operability and stability. In the public security law enforcement departments to build performance evaluation index system, the basic role is to play an indicator of incentive and reflection function, and to overcome the variation tendency of these functions.
