塑造健全行政人格是提高政府行政能力,建设服务型政府的迫切需要。现实中,由于教育滞后、文化制导、制度缺失、角色冲突等诸多因素制约,我国公务员行政人格塑造中遭遇甚至盛行依附型、权力型、腐败型三大典型人格偏差。以道德品质培育为根本,以行政文化建构为依托,以自我行政调适为主导,以行政伦理立法与健全监督机制为保障,成为调适这种行政人格偏差、塑造适合中国市场经济社会发展的健全行政人格的根本路径。
