随着我国经济的稳步、迅速发展,基础设施建设的投资规模也在迅速地扩大,1998年到2002年间,我国基础设施投资已经超过了3.28万亿人民币。据世界银行估计,在未来的十年内,中国基础设施建设的投资将超过0.74万亿美元,占GDP的8-9%。基础设施建设的迅速发展,带动了我国基础设施建设融资方式、建设模式和承发包模式的多样化发展,并随着我国加入WTO,建设模式也日益与国际接轨。本文欲借助实例,讨论在我国基础设施建设中,出现的一种新的建设融资模式——BT模式。
With the steady and rapid development of our economy, the scale of investment in infrastructure construction is also rapidly expanding. From 1998 to 2002, China’s infrastructure investment exceeded 3.28 trillion yuan. According to the estimates of the World Bank, in the next ten years, China’s infrastructure investment will exceed 0.74 trillion U.S. dollars, accounting for 8-9% of GDP. The rapid development of infrastructure construction has led to the diversified development of financing modes, construction modes and contracting and contracting modes for infrastructure construction in our country. Along with China’s accession to the WTO, the mode of construction has increasingly become in line with international standards. This article attempts to use examples to discuss a new financing model for construction in our country’s infrastructure construction, the BT model.
