市场经济是法治经济，也是德治经济；市场经济需要法治，同时也需要德治。胡怀应的“构建‘法德合治’体系”一文指出：法德合治的关键是既要立法，又要立德；法、德合治的基础是确保民权，劝导公益；法、德合治的核心是权出于法，力以德行；法、德合治的实质是爱民安民，富民教民；法德合治的实践是法主德辅、法德并举；法德合治的模式是国家推进、民众推进、养德为民、以德勤政。
Market economy is the rule of law economy, but also the rule of law economy; market economy requires the rule of law, but also the rule of law.
