牢固树立和落实科学发展观,是国防后备力量建设的指导方针,更是人武部党委抓工作落实的行动指南。一、抓根本,确保人武工作的正确方向思想政治建设是人武部建设及后备力量建设的根本,加强思想政治建设是推进人武部及后备力量全面建设的首要任务。当前,藏区人武部就是要着重抓好以“三项教育”(党章教育、知荣明耻教育、使命任务教育)为主要内容的政治教育,重点抓好我军光荣传统和优良作风教育、反分裂斗争教育、爱国主义教育,防止达赖集团及分裂势力拉拢腐蚀民兵,打牢政治合格的思想基础。二、抓关键,切实把党委班子建设搞坚强加强党委班子建设是抓好人武部及后备力量全面建设的关键。实践证明,一个单位建设是否搞得好,关键在于是否有一个适应新形势、新要求和讲团结、干实事、谋发展的坚强的领导集体。因此,人武部党委要始终坚持用科学发展观强化党委班 Firmly establishing and implementing the scientific concept of development is the guiding principle for the building of a national defense reserve force and a guide for action taken by the armed forces party committees in their efforts to implement the work.
