随着澳门回归的日益接近，特别是澳门近几年来经济的持续不景气，越来越使人们关注澳门经济的未来。有关澳门经济发展的出路并不是新的话题，８０年代中期以来，澳门经济在经过一个迅速发展的增长期后，逐渐暴露出一些问题，但政府长期未给予重视。只是进入了过渡期之后，着眼于长远经济战略考虑，澳门经济定位的问题才正式提到了澳门政府的日程上。现在，离澳门回归之日已不到一年，能否尽快解决澳门经济发展的取向问题，对澳门社会经济的发展提出切实可行的建议和措施，显然已经不完全是现今澳葡政府的工作，它实际上已经属于未来澳门特别行政区政府必须承担的当务之急。况且，从澳门近来经济形势和未来特区可用财政储备看，使澳门经济走出现今所处的迷谷，重新启动澳门经济发展，是未来澳门特区政府的首要难题。能否及时和正确地解决这个难题，将直接影响到澳门回归后是否能够继续保持繁荣稳定的发展。由于自然和社会资源与条件的限制，澳门的经济发展取向显然应与邻近的香港有所不同。但是，究竟应如何定位，与此定位相应又当在经济结构或产业结构方面作何调整？对此．澳门经济学界和大陆有关机构近几年来都在进行讨论，但意见颇有分歧。此处《作好定位，开拓前进》一文，当为其中一家之言。
