在医疗市场竞争日趋激烈的当今,要解决医院的生存与发展问题,必将涉及深化医院改革,转变医院运行机制。要达此目的,首要的问题是进行劳动人事制度改革,然而其中难度最大的是用工制度改革,这是一个涉及到每个职工切身利益的棘手问题。通过两年多来的实践,我们认识到:推行用工制度改革成败的关键是如何做好下岗人员安置工作,现就此问题谈谈我们的认识、做法和几点思考。1 概况 我院于1993年4月全面推行了以量定岗、以岗定人和干部聘任制、工人合同制的用工制度改革。二年来其下岗人员状况如表1。
In today’s increasingly fierce competition in the medical market, to solve the problem of hospital survival and development will inevitably involve the deepening of hospital reform and change the operating mechanism of the hospital. To achieve this goal, the first issue is the reform of the labor and personnel system. However, the most difficult one is the reform of the employment system. This is a thorny issue that involves the vital interests of each employee. Through more than two years of practice, we have realized that the key to the success or failure of the employment system reform is how to do a good job for the resettlement of laid-off workers. We now discuss our understanding, practice, and reflections on this issue. 1 Overview In April 1993, the Institute’s employment system reforms, including the appointment of posts, appointment of posts, appointment of cadres, and the employment contract system, were fully implemented. The status of the laid-off workers in the past two years is shown in Table 1.
