尽管人们对社区教育的理解不尽一致,但笔者认为,社区教育应包括两个主旨(要义):(一)社区性.整个国家或某个区域,是由若干个或无数个具有不同生态、社会、人文、政治、经济特征的社区组成.因此,在实施教育时,要考虑各个社区的特殊差异,根据其社会、政治、文化等特征作出规划,以满足社区居民圈内的特殊需要.事实上,各个社区在经济水平,生活方式、价值观念、乡土风俗等方面都会表现出差异性.因此,社区教育不能无视这些差异而整齐划一,实行一个模式.(二)开放性.所谓开放性就是在某一特定社区内,必须将教育置于政治、经济、文化的大背景下进行综合治理,实现教育与社会的一体化,提高整个社区的整合发展水平,搭起教育与社区生存和发展的
